Yes, Emma Stone is charming, but we were still surprised at how well she pulled off the task of co-presenting Best Visual Effects alongside Ben Stiller. First-time Oscar presenter Stone acted out her skit flawlessly and even managed to poke fun at Stiller's previous presenting stunts in the process. But it was her asking "Superbad" co-star Jonah Hill to come onstage and dance with her — and his subsequent refusal — that made this one of the funniest moments of the night.

Fortunately, winner Bret McKenzie also had a good sense of humor in his acceptance speech for "The Muppets" song "Man or Muppet."

"Bridesmaids" Stars Toast Scorsese Again
Who else but the cast of "Bridesmaids" could make presenting the three short-film categories one of the most hilarious of the night? Sure, Kristen Wiig and Maya Rudolph's whole opening spiel was one big penis joke, but can you expect any less when Melissa McCarthy earned her Oscar nomination for a part that featured her comically defecating in a sink? Property taxes due Wednesday, Feb. 29 | LebanonRoad.com

Thanks to the Leap Year, Wilson County residents have an extra day to pay city and county property taxes, as they are due on Wednesday, Feb. 29, and this year also includes Mt. Juliet residents who are paying a city property tax for the first time since 1999.

?The Leap Year gives taxpayers an extra day to pay their taxes, which are always due on the last day of February,? said Wilson County Trustee Jim Major.

At this point in time, Major noted that about 90 percent of property taxes have been collected. He encouraged everyone to come in by Wednesday to pay in order to avoid a penalty.

Wilson County has a property tax rate of $2.50 per $100 of assessed property value. Lebanon?s property tax rate is 34 cents and Watertown has a property tax rate of 95 cents per $100 of assessed value.

Mt. Juliet Finance Director John Rossmaier noted that Mt. Juliet?s property tax of 20 cents per $100 of assessed value is also due on Wednesday. The property tax rate was set in July 2011, changing the city?s rate from zero, and all of the money will be dedicated toward Emergency Services.

Rossmaier said his office has not received many questions about paying the tax, but noted there has been confusion.

?They?re always surprised that they have to pay county and city taxes,? Rossmaier said of some Mt. Juliet residents.

Property owners in Mt. Juliet may pay their property taxes at the same building where city sewer bills are paid, located at 2365 N. Mt. Juliet Road, from 8 a.m. to 5 p.m. He also noted they can leave their payments in the night drop box, or mail them to the same address.

In Lebanon, residents can make their property tax payments at the City of Lebanon Administration Building at 200 N. Castle Heights Ave., from 7:30 a.m. to 4:30 p.m., Monday through Wednesday.

Taxpayers in Watertown may pay their property taxes at Watertown City Hall located at 8630 Sparta Pike, from 7:30 a.m. to 4:30 p.m., Monday through Wednesday.

Currently, the largest taxpayer in the county is Middle Tennessee Electric Membership Corporation, followed by the Nashville Superspeedway, which is now vacant. MTEMC pays $1,231,903 in property taxes while the speedway generates $931,302.

Major said he will be turning in all 2010 property taxes that were collected to the Wilson County Clerk and Master?s office on March 15. He said the Trustee?s office has to keep 2011 property taxes until March 2013 before turning them into the Clerk and Master.

?By law, we have to keep taxes in our office for one year,? Major said.

Anyone who may need tax assistance is encouraged to visit Major before the Feb. 29 deadline. He said individuals 65 years and older, with an income less than $26,800 are eligible for tax relief. Also, the Trustee?s Office has been providing those individuals with an extra $100 for the past three years.

?Our tax relief program for the elderly is a very important thing,? he said, adding that ?$100 means a lot for these people.?

While property taxes are due on Wednesday, local officials said waiting until the last minute will most likely mean spending a long time waiting as everyone comes in to pay on the last day.

?Everybody has been coming in today,? said Staci Williams with the City of Lebanon Finance Department, ?They?ve learned not to wait until the last day or they?ll be in long lines.?

Spinning Necessity as a Virtue: Families to Stand in for Fragmenting ...

An anodyne seeming article at VoxEU, which I reproduce in full below, makes a straightforward seeming case for policies that bolster family ties in the face of a nasty combination of aging populations and high unemployment among the young.

It isn?t hard to see that this line of thinking is the policy equivalent of getting in front of a mob and trying to call it a parade. We can already see that in bad economic times, many people turn to relatives for help. Kids leave home later, and my impression is having parents help with buying a home is far more common than when I was young. It was unheard of for someone middle aged to move in with his parents; now that sort of story is a human interest staple. I suspect that we will see a partial reversion to the living arrangements of 50 to 100 years ago, when it was more common for multiple generations to live together (which will increase average household sizes and might make better use of McMansions at the expense of new home construction).

And even the wealthy worry about their ability to take care of their kids. I saw someone today whose joked that his wife?s car was in a list published last weekend of the 100 most expensive cars in Connecticut. He said that even though his kids were smart and would probably go to good schools, he was not sure they?d be able to get jobs. Normally, if push came to shove, he?d be able to get them quietly hired by a friend if the employment market was terrible when they got out of college or grad school, but many of his colleagues were retiring or downsizing their businesses. And even though they?d never starve, he thought it was very important that they work so as not to become trust fund wastrels, or worse, druggies.

This VoxEU piece tries to put a positive spin on this trend, but I would not view it as happy. While our atomized society in the US is highly neurotic, my sense is that the weakening of community ties and short job tenures (meaning tenuous social relationships in the workplace) are bigger culprits than nuclear families, which became the new normal in the 1950s and 1960s. Yet economists are deeply weeded to the idea of isolated individuals acting in markets, and it also suits politicians. Napoleon remarked that he was keen on promoting individualism, since it made people easier to control.

Similarly, Emile Durkheim described the difference between primitive societies, which he called ?mechanical societies? (reversing the industrial metaphor) because people were interchangeable parts, with advanced, ?organic societies,? which have a great deal of specialization and role differentiation. It isn?t hard to see that a necessity-borne emphasis on family bonds will force women back into more traditional roles of caretaking whether they want that or not.

As the society, Durkheim noted there are several possible pathologies that could lead to a breakdown of social integration and disintegration of the society: the two most important ones are anomie and forced division of labor; lesser ones include the lack of coordination and suicide. By anomie Durkheim means a state when too rapid population growth reduces the amount of interaction between various groups, which in turn leads a breakdown of understanding (norms, values, and so on). By forced division of labor Durkheim means a situation where power holders, driven by their desire for profit (greed), results in people doing the work they are unsuited for. Western countries with ageing populations are in the grip a cruel irony. At the same time as having more old people than ever to support, youth unemployment is at its highest levels for a generation. As many of these countries go into elections this year, this column warns against populist politics that panders to the grey vote, and instead calls for leadership that puts the family first.

Deep economic crises encourage a radical rethinking of the socioeconomic model that generated them. The combination of shrinking economies, political stalemate, and growing social resentment is inducing people, especially the younger, to question a model of society that is prone to generate huge inequalities as well as great instability but is incapable of providing a long-term direction in difficult times. With general elections approaching in most European countries over the next 12 months, there are all the ingredients for populism to emerge. If so, Europe, not just the common currency, will be under serious threat.

To avoid this scenario, it is imperative for aspiring, reliable candidates to speak hard truth to their voters by explaining that sacrifices are not over yet and that more are necessary to tackle the challenges posed by the global market forces that are undermining Europe?s prosperity. To persuade their fellow citizens to accept new cutbacks, politicians have to inspire their voters with a shared long-term goal ? one that is capable of strengthening social cohesion, motivating common efforts, and justifying reciprocal concessions.

In the past, political ideals or religious precepts projected a country into the future by treading the path towards a common goal of justice, equality, or fairness. The end of ideologies, following the fall of the Berlin Wall, along with a growing tendency toward secularisation, multiculturalism, and individualism, has left our society with no driving values. Therefore, what begs asking is whether today?s leaders can find a new driving force to revive common interest in their societies.

Family and political consensus

Nowadays, politicians should look at family, meant as a socioeconomic institution, to replace ideologies or religion in creating political consensus. Across time and space, it has always been the cornerstone in building a sense of community and creating the commitment to the common good. As acknowledged by the European Parliament in 2010, family produces assets and factors for development by promoting peace, stability, and cohesion as well as freedom, responsibility, and solidarity. And in time of crisis, like the current one, it acts as ?shock-absorber?.

In greying Western societies, where old people rig political and economic life for their benefit, family is the only institution able to build a bridge between young and old, merging opposite individual interests into a common general one. By creating strong and natural intergenerational links, family projects society into the future by charting a path towards an ideal of fairness between generations that benefits everyone regardless of economic status, religious view, or political affiliation.

Yet the countless spiritual virtues, material benefits, and political implications accruing from kinships have long been unnoticed by politics, if not in appearance, surely in practice. In recent decades, myopic leaders, not realising the importance of these intergenerational links, have created consensus and maximised their chance of election just focusing on the most numerous group, the elderly. In several advanced economies, the accumulation of explosive public debts, soaring youth unemployment rates, and dual labour markets are side effects of this political approach.

An enlightened leader should realise that people, at least with their close relatives, are altruistic, not selfish. Parents care about the opportunities of their offspring, and the youngsters wish their old relatives to live an untroubled retirement with the assistance of the state. This intra-family altruism spreads out to society as a whole, making policymaking more far-sighted.

Focusing a political campaign on the democratic minority, the youth, will capture the votes of many old fathers. And the elderly will be happy twice over.

? First, their children will realise their dreams.

? Second, the young people, being again the engine of the economy, will increase the size of the cake for the oldsters as well.

Thus, by playing on family ties, politicians could persuade older voters that an increase in the retirement age or other fiscal austerity measures are not a dolorous renunciation, but a way to relieve their offspring from unfair obligations. And today?s young people, once old, will follow suit in honouring the social contract. This is the political approach adopted by Mario Monti?s government to persuade Italians to accept today?s sacrifices in exchange for tomorrow?s benefits.

The role of family-friendly policies

But passively appreciating the social, economic, and political benefits accruing from intra-family altruism is not enough to strengthen social cohesion. European leaders should actively promote family as a fundamental principle of our society by adopting a wide set of policies:

? They should guarantee job and economic security to younger generations to favour the creation of new family units.

? They should implement family-friendly policies to help people striking a better work-life balance, thus increasing the fertility rate (OECD 2007), beefing up the workforce with young workers and preserving the stability of the pension systems without relying on massive and costly immigration.

? Politics should adopt measures able to shape the family-model in a growth-friendly way. As shown by Alesina and Ardagna (2010), strong and oppressive kinships, while indeed associated with higher fertility rates and higher levels of happiness, tend to crowd out the market, reduce labour mobility, and increase rigidities in the labour market. Therefore, a well-designed family-model will avert the ?amoral familism? trap described by sociologist Edward Bunfield (1958).

? Reforming the pension systems and eradicating dual labour markets will make intra-family altruism flow in the right direction. In the past, adult children were obliged to care for old and sick parents. After the creation of the welfare state, government-funded pensions and medical assistance replaced this obligation, even if younger workers? taxes financed such schemes. But nowadays in Europe the role of family in the transmission of economic resources is reviving, with huge flows of wealth from old to young. On an individual basis, old people?s transfer of resources to their adult children may well be motivated purely by parental love. But, from the perspective of their group interests, these transfers represent a concession aimed at preserving from collapse a system that is skewed in their favour. Therefore, European countries should alter their social contract by redirecting more resources to the young (Campanella 2011).

Conclusion

The next round of voting in Europe presents a great opportunity to rebalance the current socioeconomic model, providing people with a direction in their daily life and avoiding the enormous costs associated with a transition to a yet unspecified alternative model. A family-based approach to politics could sweep away the bleak shadow of populism.

Man must apologize to wife on Facebook: court

A man with a record of domestic violence has been ordered by a Cincinnati court to apologize to his victim -- his estranged wife -- on Facebook for comments he made on the social network.

NBC-affiliate WLWT in Cincinnati reported on the unusual order, made to Mark Byron in lieu of serving 60 days in jail and paying a $500 fine for violating a temporary protection order granted to his soon-to-be ex-wife, Elizabeth Byron, for being found guilty in June of civil domestic violence against her.

On his Facebook page, Mark Byron, a photographer, had posted a portrait of himself with the couple's young son, and amongst the comments, he wrote this:?

"If you are an evil, vindictive woman who wants to ruin your husband's life and take your son's father away from him completely -- all you need to do is say that you're scared of your husband or domestic partner and they'll take him away!"

Although he blocked his estranged spouse from his page, she was able to see the photo post and the comments below it, and filed a successful motion that he violated the protection order, which prohibited him from "from causing plaintiff or the child of the parties to suffer physical and/or mental abuse, harassment, annoyance or bodily injury."

As a result,?magistrate Paul Meyers sentenced Mark Byron to the jail time and fine on Jan. 25, but added a clause that allowed the man to avoid going behind bars and paying that fine if he would pay back child support and post an apology on Facebook for 30 days, beginning Feb. 13. During that time, Elizabeth Byron or one of her friends has to be given access to check and make sure it's there.

Here is the?apology, which addresses Elizabeth Byron's concern about being seen in an unfavorable light in regards to allowing visitation to their son.

Some of the figures scientists create are stunning. Others are not mismatched fonts, poorly aligned tables, clashing colors. Many fall somewhere in between. A deluge of data presents a challenge to amateur designers, often resulting in a cluttered presentation that can crowd out the figure's main message.

A group of University of Washington researchers have launched a unique experiment matching students in science and those in design. The new Design Help Desk, similar to a writing help desk, offers scientists a chance to meet with someone who can help them create more effective figures, tables and graphs.

"In modern publications, up to half of the space can be taken up by figures," said principal investigator Marco Rolandi, a UW assistant professor of materials science and engineering. His group studies materials at the nanometer scale, and much of the data is ultimately contained in microscope images.

"As a new faculty member, I was spending a lot of time teaching my students how to make figures for publications, even though I myself didn't have any formal training," Rolandi said.

It was a case of the blind leading the blind, he said. Rolandi sought out collaborators on campus, and eventually funding from the National Science Foundation, to create support that until now didn't exist and to study how well it works.

The free service runs Mondays and Wednesdays from 11 a.m. to 2 p.m. at the Center for Nanotechnology offices in Fluke Hall. It's primarily aimed at graduate students in science and engineering, but is open to anybody at the UW who needs help with graphs, figures or other material that conveys complex information.

"We are becoming a more visual culture," says Karen Cheng, a UW associate professor of design (who also completed a bachelor's in chemical engineering). Still, most science visuals "could use significant improvement from a visual point of view," she said. "It's just not a field where design has been part of the training."

This hasn't always been the case. In Galileo's time, scientists were also trained in art. These days, scientists often produce a graph using Microsoft Excel or PowerPoint's default settings which might look fine to them, but may have fundamental design problems.

Meanwhile, even journals are focusing on the importance of figures, often asking authors to improve them before publication.

"It's not just about looking pretty. It's about conveying complex information in a clear way," Cheng said.

The Design Help Desk also is a study funded by the National Science Foundation about how to better communicate science.

"We want to see whether learning how to design figures and arrange visual elements in space might help scientists better understand or conceptualize what they are trying to communicate," Rolandi explained. "That's actually quite novel, because there aren't many examples of research where the interaction between scientists and designers is observed."

Clients who arrive for a session at the Design Help Desk are first greeted by postdoctoral researcher Yeechi Chen, who earned her doctorate in physics at the UW and has completed a UW certificate course in natural science illustration. Chen can act as an intermediary between the scientist and the designer, and reassure new clients that scientists are involved in the project.

During the half-hour session, the scientist client and design consultant are alone in the room. The designer first asks the scientist about his or her goals timeline, stage in the design process, publication venue, and main points to convey. The designers typically use pen and paper to sketch out their ideas.

If the client agrees, the session is videotaped for use in the group's study. One camera records the face-to-face interaction, while a second camera on the ceiling records the sketching and hand movements.

In a typical session, Andrew Salituri, a UW master's student in design, and Kinsey Gross, the other design consultant, work to help scientists bring some clarity to the complex information. They try to impart some basic design principles, and create a visual hierarchy so that many elements can be included without having clutter.

Kieran O'Mahony, a UW postdoctoral researcher in materials science and engineering with background in education research, will analyze the video and study the interactions between the designers and the scientists. He's looking for "aha!" moments, where knowledge is being transferred. One of the goals of the grant is to see whether this type of setting helps transmit design skills to scientists, and to find out how scientists learn about design.

The team hopes to discover what techniques work best to support classes or workshops teaching design skills to scientists, and at the same time provide a service to science students. "There are some excellent writing centers at the university," Rolandi said. "It seems strange to have support just for writing, because writing is only half of the story."

Kansas State Upsets Missouri 78-68

COLUMBIA, Mo. -- Forget any talk of Kansas State as a team teetering on the NCAA Tournament bubble. After yet another convincing win over a Top 20 team, the Wildcats' bubble has burst ? and coach Frank Martin couldn't be happier.

Rodney McGruder scored 24 points as Kansas State upset No. 3 Missouri 78-68 Tuesday night, the Wildcats' second win this season over the Tigers and their first at Mizzou Arena since 2007. It's also the second straight win over a Big 12 bruiser and national power, following a one-point weekend win over No. 13 Baylor in Waco, Texas.

"A week ago, I was trying to find a building that's more than six stories height-wise so I could jump," Martin joked after the game, though he wasn't smiling. "And these guys, they gave me energy to come in and coach them in practice because they were so positive even though we had just lost two tough games at Texas and (against) Kansas. They've been awesome and I couldn't be happier that they've been rewarded these last two games."

Kansas State (19-8, 8-7 Big 12) led 40-30 at halftime and by 16 points with 12:32 left in the second half after a twisting McGruder layup before a late run by Missouri (25-3, 12-3) got the Tigers within 63-60 with six minutes remaining.

Missouri trailed by 4 after two free throws by Michael Dixon with 2:21 left, but Jordan Henriquez answered with an alley-oop dunk following a Tiger timeout. The Wildcats extended the lead on two free throws by Henriquez after a Steve Moore foul on a missed Michael Dixon 3-pointer and built a cushion from the foul line in the final minute.

Thomas Gipson added 13 points for Kansas State, which connected on 53.8 percent of its field goals for the game. The Wildcats were even better in the second half, converting 14 of 24 for 58.3 percent.

Dixon scored 21 and Marcus Denmon added 19 for Missouri. The Tigers' made just 38.3 percent of their field goal attempts after entering the game hitting more than 50 percent, tops in the Big 12 and third-best nationally. Missouri was 8-of-26 from 3-point range, while Kansas State made six treys but took 17 fewer attempts than their opponents.

The K-State loss was Missouri's first home defeat of the season and just the fourth career loss at Mizzou Arena for the Tigers' 5-man senior class. Egypt sets NGO trial date (Politico)

CAIRO? - Egypt said Saturday the criminal trial of 16 Americans and 27 others will start Feb. 26 in a politically charged case against foreign-funded pro-democracy groups that has badly shaken Cairo's ties with Washington.

A report by Egypt's state news agency said 16 of the defendants are Egyptians and 19 are Americans, and the rest are Germans, Palestinians and Jordanians. The U.S. State Department, however, has said there are only 16 Americans facing trial.

The Americans work for four U.S.-based groups: the International Republican Institute, the National Democratic Institute, Freedom House and a group that trains journalists.

Only seven of the Americans are in Egypt, and all have been barred from travel. Some have sought refuge at the American Embassy in Cairo, including Sam LaHood, who heads IRI's Egypt office and is the son of U.S. Transportation Secretary Ray LaHood.

The trial represents an escalation in what has become the deepest crisis in U.S.-Egypt relations in decades. American officials have threatened to cut $1.5 billion in aid over the spat, and high-level officials have flown in to seek a solution. Egyptian authorities have responded by blasting what they call U.S. meddling in legal affairs.

The growing spat also shows the uncertain path Egypt's military rulers are charting more than one year after a popular uprising pushed President Hosni Mubarak from power. During his nearly 30-year rule, the U.S. tolerated Mubarak's antidemocratic policies and continued to fund his government, knowing he'd uphold Egypt's peace treaty with Israel.

Now, the ruling Supreme Council of the Armed Forces regularly accuses "foreign hands" of backing continued protests against its rule, and the Islamist parties that control about two-thirds of the newly elected parliament have threatened to review the peace treaty with Israel.

The investigation into the pro-democracy and rights groups fits into the wider campaign against alleged foreign influence since Mubarak's ouster.

The probe began in December, when armed security forces raided the offices of 10 nonprofit groups, shuttering their offices after carting off files and computers.

Neither IRI nor the U.S. Embassy responded to requests for comment.

The report said the defendants have been charged with founding and managing offices of international organizations without Egyptian licenses and with receiving foreign funding. The groups' operations "infringe on Egyptian sovereignty," it said.

On Saturday, the al-Ahram state-owned daily published a report it said was based on leaked investigation files. The report accused the organizations of operating outside of Egyptian law to "affect the political process and serve a limited number of political movements in a way that serves the interests of the funders."
